proses pelaksanaan Jaminan Kesehatan Daerah (Jamkesda) yang telah dilaksanakan oleh UPTD Jamkesda di Kabupaten Kutai Kartanegara dan kendala-kendala yang dihadapi. Proses pengumpulan data dilakukan dengan penelitian kepustakaan dan penelitian lapangan dengan menggunakan observasi, wawancara dan dokumentasi. Data-data kemudian akan dianalisis secara deskriptif kualitatif. Secara keseluruhan disimpulkan bahwa pelaksanaan Jamkesda Kukar yang dimulai dari tahap persiapan, pelaksanaan dan penyelesaian telah berjalan dengan baik mengacu pada Peraturan Bupati Nomor 16 Tahun 2008 Tentang Penyelenggaraan Sistem Jaminan Kesehatan Daerah di Kabupaten Kutai Kartanegara. Dalam proses pelaksanaan tersebut terdapat beberapa kendala diantaranya adanya keterlambatan pembayaran klaim kepada pihak Rumah Sakit dikarenakan pencairan dana anggaran Jamkesda dari pihak Pemda Kukar terlambat dan anggaran dananya kurang, kemudian verifikasi berkas pasien pengguna Jamkesda yang terkadang mengalami keterlambatan karena sistemnya masih manual belum sistem bilink dan ada berkas yang hilang.
